Battery issue

So I think I have been having battery issues. I just got this phone and I noticed the problem when I was installing apps. When my battery got to 20% I plugged it in to charge. After about 20 min or so it stood at 20% charge. I used my app called opo charging current to measure the charge rate and it was really low only 100mah or so.

I have done several tests and it just seems no matter what I switch on and off the charge rate jumps up and down drastically from good to bad. So I don't know what to do. I've tested several cords and adapters with the same result.
