Battery not charging fully from usb charger

I can only get good battery life when I take my battery out and use an external wall charger to charge it. When I plug my phone into the USB wall charger overnight, it will say it is fully charged in the morning, but 1/2 hour later it will be drained 20-30% just by sitting in my pocket. I don't have this same problem when I place the battery in an external charger.

Could this problem be because I am using an LG USB charger? (ENV2 charger)
Could there be some other problem? The difference is really day and night.
 
Do you leave the phone turned on while charging!? If so, it will not stay fully charged. Another interesting fact: not every external battery charger will charge a battery fully, even 'though the battery is removed from the phone.

Not so. The software gives you a 100% reading, but it is false. The charger is actually going on and off. When the true battery voltage has dipped down to some level, like 96%, the charger is kicked on again until it gets to 100%. But by all indications, the battery remains at 100%. Yet, when you happen to unplug it, it may already be down to 95 or 96%, so you can see a fairly rapid drop initially.

On the external battery charger. I noticed that the TB charges the battery to just under 4.2 volts. I have seen some external battery chargers go to 4.2, or even a fraction more. So those chargers will give you a longer charge. But be warned, that will also shorten the battery life. So there is no good answer.
 
I believe your EnV2 charger is only putting out 5V at 0.5Amp. HTC wall charger supplies 5V at 1Amp. It will charge slowly. TB is using most of 0.5Amp and the battery gets the left overs if any.
