Battery or Charger issue or Normal?

I was having to sit and get labs done so I decided to watch a show while I just had to sit there.
Phone plugged in and charging, using 4G, the battery dropped 4% in around 50 minutes.
50 minutes now and it's only charged 5% and I've tried 2 chargers (one was a LG).
when playing soltaire it was taking an average of 15 min just to charge 1%
Is this normal or a battery issue or a charger issue?
 
Sounds like a charger problem. Using a stock charger from Samsung, my phone will fully (from 20 -30%) charge in a few hours, say about 4, as I charge mine at night.

Doing the math, that is approximately 20% per hour.

Is the charger you were using other than the LG the original Samsung charger that came with the phone? If it is, I would have to say it is not outputting 2 amps like it should be.

Yeah it was the original charger. I switched back to that charger after the other one didn't make a difference. up 4% more from the first post with not doing much more than it sitting there.
 
Keep in mind that your phone will charge slower if you're using it. Part of the energy that would be used to charge the battery is instead being used to light the display and run the processor, sensors and communication ports. If you have a charger that only gives 0.5A or doesn't correctly identify itself as a charger instead of a PC, you can see pretty slow charge rates if you're also using your phone.

It's even worse with tablets. If you try to use a PC to charge an iPad while you're using it you can actually still drain the battery while it's "charging." It will just drain the battery slower.
