Is there any way to do this (enable it) in cyanogenmod. I am running the latest cyanogenmod 7 stable and am using incredikernal

Maybe you can help with something else, What does the smartass governor do exactly? I want to use one that will optimize battery life.

The smartass governor is one that very intelligently scales the processor to maximize battery life. It also features a built in screen off profile, which I believe is 254/384. It can also be scaled down to 128/384. If you are looking to squeeze as much juice out of your battery as possible, smartass is the way to go.

okay cool, because I have the 3500mAh battery for the inc, but I went back to the standard one just to test out battery life. Seems improved already

You need to flash incredikernel to use smartass. It's under settings -> CM Settings -> Performance -> CPU Settings -> Available governors

From Performance, goto CPU settings -> Available Governors. You should see it there in the list.
