Battery Question for everyone

So I let my epic charge all night, I woke up and it said the battery was fully charged, so I decided to turn the phone off because the lock screen wasn't working and then the LED turned red when the phone was powered off and the huge battery icon showed up and it precisely showed my battery was at 95% so it finished off charging in about 3 min then it was 100%, so does this mean if you charge your phone while it's on it stops charging at 95% and only hits 100% when it's powered off???
