Beeping charger issue

I have a galaxy note 2 with your generic factory charger. When I plug in the charger to a socket, it sometimes will make a weird high pitched buzzing sound the beeps at around70-90 beats per minutes. They're barely audible, but I can here them from around 2 feet away. When this happens, my phone won't charge. I think it's a hardware issue since it's the charger that's making the sound. The sound comes only when the USB is plugged into the wall charger. Any help would be appreciated.

It's probably a loose component, or one not properly soldered in. Opening the charger, fixing the problem and sealing the charger up again would cost more than the $10 or less a new charger would cost. (Even an original Samsung is only $15. Labor to cut your charger open would be at least that much,)
