best file manage for nexus 4

Stock Android do not come with file managers (KitKat have API for file storage access, but not a dedicayed app), just search for one on the PlayStore.

There are no best file manager, this is subjective and base on your needs. If anyone think any is best, I disagree with them.

from where can i access the document files that i have downloaded from internet?? i searched but cant find..sum1 plz help me
 
If you downloaded them using Chrome, it should simply be in a folder called "Downloads." The actual directory name is /storage/emulated/0/download.

Well, base on Wikipedia: An application programming interface (API) specifies how some software components should interact with each other.

I'm basically referring to the KitKat's Unified File Picker, it is invoked by apps, you can't manually launch it.

Anyway, just download a third party file manager like Explorer or ES File Explorer and you're set to go.
