So I just got my Bionic yesterday, and I was just wondering, what is the best ROM? (Preferably ICS, but it doesn't have to be). I am kinda getting bored with Blur and am looking for something new.

Firstly, I'm incredibly new to the rooting/rom. I flashed Liquid Smooth to my GNex and it couldn't have been simpler.

I don't know how this rom ranks in performance or popularity, but it has been wonderful for me. Quick and simple.

I have not tried any of the ICS roms. But I use Eclipse 2.2. it is flawless and awesome. Battery life extended tremendously. Blur bloat removed. you must, of course, be rooted to go there. Safestrap is recommended.
read all about it: Motorola Droid Bionic

I have not loaded .904 or .905 and advise against it, as going to pre-releases can get you off of the official upgrade path (been there, what a pain to get back)

anyway, .902 (official most recent system version), rooted, then flash Eclipse 2.2.

And then load on the launcher of your choice. I prefer Go Launcher EX, but others like ADW, launcher pro.

good luck.

I've tried several of the Bionic ICS ROMs, CM9, Axiom and AOKP. While they're all good none are, at least at my last check a couple of weeks ago, good enough to be a daily driver. Bluetooth problems, non working video camera, data drops, etc, etc. But the Bionic runs like a raped ape on ICS, so it's a tantalizing preview of what we'll get when the official ICS arrives in a few months.

Does netflix and YouTube work on the ICS roms? I know for the ICS roms for droid X they didn't work because of driver issues.

This. If you are new to rooting, safe strap is your friend. Makes rooting and unrooting easy! Eclipse was amazing, I would load it to my Maxx, but too many rumors of ICS next week.....

I had Eclipse 2.0 for about 6 months. Eclipse is excellent but I recently had a problem (lost ability to get 4G signal) so I unrooted and updated to 905 and my 4G signal is back. I decided to wait on rooting again until ICS gets released but I actually like MotoBlur sans a few features that I had with Eclipse.
Yesterday I downloaded HOLO Launcher (no root needed) and I love it. You get great customizations and a taste of ICS. The things I missed about Eclipse I got back with HOLO Launcher so I am in no rush to root again. Try it out.
