Black Spots with Pictures Taken With Camera

Hello!
A couple weeks ago I noticed two black opaque spots in the pictures I take with my camera. It happens with ALL camera apps. Here is an image with the spots...

Depending on how bright the picture is, the spots are more visible... They are very noticeable on white backgrounds


Is it dust in the camera? How should I fix it?

Did you look on the outer lens?
