Block app from using wifi on Galaxy Tab A

I have a Galaxy Tab A that has to be tethered to mobile gateway via WiFi in order for the primary application to work. I have some third-party apps that have to use the mobile data on the tablet. I have the tablet to keep mobile data always active but all apps continue to attempt to use the "mobile Hotspot" created by the gateway.
How can I configure third-party apps, using tablet settings, to only use mobile data and ignore the wifi connection? I am currently running Android 8 on this device.
 
I cannot remember what version took away the ability to control internet access but check under permissions and see if Android 8 still requires permission to use the internet. I think there may also be apps that control internet access as well.

Just curious why it's important how they connect if you don't want to take internet away from them all together?
