Block other browsers

Is there a way to block access to browsers? I would like the user of a Samsung galaxy Pocket (version 4.0.4) to be able to access one browser only.

Reason for my enquiry:
The browser in use has a blacklist filter which block websites, but indeed you can easily bypass it by installing a new browser.

My past attempts:
I have searched for a long time but could not find anything that worked. For example, some browsers such as K9 Web Protection Browser is not compatible with this device.

I have also searched for alternative ways of blocking websites though a blacklist but all of those solutions require rooting the device, which I do not have enough technical confidence to do.

Blocking Play store is not either an option since you would be able to install new browsers in other ways.

Are you trying to setup the device for someone else and limit what browsers they have access to? Is the device being used by a minor? If so, there are certain launchers that you can install and give access to what you specify and deny access to everything else.

Well, I do not think the owner of the smartphone could be regarded as a child anymore. I know about installable apps with so called whitelists, which block all websites not contained on the whitelist, but I believe that this would restrict the internet too much.

On the other hand, If you mean that the launcher you are mentioning blocks all apps except some allowed, this might be the solution I am looking for. I will right now search for an application with this function, but if you know about one already, please inform me.
