I plugged in for charging, the phone's battery light is turning on but phone is not getting charged.
 
It sounds as if it has to go into a repair shop/ At the least, the battery has to be replaced. If you keep discharging it way below 40%, you could have killed it by now. (Lithium batteries are thin and light, but they can't be deeply discharged. Lead acid batteries can be discharged all the way, but they're heavy and large - so they're not used in cellphones.)
 
I find the best charge comes from the original charger block and cable. I have tried high output chargers and they don't work amy better than a regular store charger. Gas station chargers and cables are horrible. When looking for a charging block, make sure its about 2.0-2.4 amps out (usually bigger than those iPhone cubes). Also invest in a good charge/sync cable, nothing fancy with lights or anything like that.
