Blue line in photos

Galaxy S4 active. My son tells me he keeps getting a blue line in low light photos for the last few months. Any ideas? Bad camera sensor? He says lens does not have any scratches and the line does not show up when he uses the forward facing lens.

Are you sure it's not also in NON low light and just harder to see since it's blue? It looks like there is a small scratch on the sensor. Just an opinion though
