Smart is hardware, not software. If the phone doesn't have a BT Smart radio, nothing is going to make it Smart-compliant.

Yes, it is. BT Smart Ready is just another name for devices with 4.0, which the Turbo has.

Last year's Droids and the Moto X have it. The Turbo just hasn't been listed on that chart yet.

As far as I know, almost every device after 2012 should have smart Bluetooth enabled
