Boot.img to ph98img.zip?

This is a curiosity thing as much as anything, but how hard/involved is it to repackage a boot image as a ph98img.zip? Like what would be a general process. I have little to no coding knowledge(i know Fortran lol), but I am pretty good with stuff. I really like not having to use a computer to flash roms and like being able to keep a couple in memory at the the same time. I am s-on so it adds a step.

This is not a big deal, I was just curious to see if it was something I could do if I choose to.
