Ok so i know htc is gonna start unlocking them, but I have no idea what it is. Can someone explain to me?

Simple terms it keeps you from messing with the system or flashing anything that will alter the rom.

The only phones HTC said they would unlock is the Sensation global and T-mobile version and the Evo 3D. Until HTC says so I wouldn't think the Evo 4G will get it.

Ok smokecrawler so you're saying only hope for unlocked bootloader for updated EVO 2.2.3 is the dev's correct ?

As of now, yes. Until HTC says that the Evo 4G is included with their unlocking tool then the dev's is all we have. I believe they (HTC) said the newly release phones will have it and as of now the only phones they stated is the Sensation (global version & T-Mobile version) and Evo 3D. I don't think it will happen for the 4G, but that is just my opinion.

Don't hold me to it as my opinion can be wrong. That is how I see it.

Well atleast what was said on Twitter the guy is working on porting the exploit over to the EVO 4 g. My situation on any phone I have ever had I have never had insurance on one phone. I take very good care of my phones and have never had to return any of them. But being I have the updated EVO with no insurance you would think HTC would take that into consideration and let people who don't have insurance and let them use the tool through adb and let them unlock the bootloader. But I am thinking the tool is for the phones you mentioned.

If you don't have tep just call Sprint. They have open enrollment the whole month of august. So no matter how old your phone is you can get tep on it.
