It is extremely hard to brick your Inspire 4G .. BUT, in order to restore back to factory default (meaning back to the way it was when you got it from AT&T) .. cut and paste the below in google, search and download. This is the FULL software release for our phones ...

RUU_Ace_Cingular_US_1.80.502.3_Radio_12.39.60.19_26.06.04.06_M_release_166557_signed.exe

LordGeek has a good method to get you back to stock w/o root. I've used it before and I know it works. You will have to re-root but that's not too hard to do anymore.

Did you try to boot into the bootloader and go into recovery? You can reflash the ROM that way. You were in a bootloop. Sucks but it does happen. Personally, I would try bootloader first and if that doesn't work, then re-root after using the info LordGeek provided. Good luck.

You could also try booting into Clockwork (pull the battery, then hold VolumeDown and power for 5 seconds, then select Recovery) and reflashing CM7. While you're at it, I would also redownload CM7 just to be sure the current copy on your SD card is not corrupt.
