Budget phone?

So.. long story short: my mother destroyed her phone by dropping it into water. She has to get another one in the next1/2 months. What budget phone can you recommend me? Good battery life, good camera and preferably waterproof?

What carrier does she have? That will effect available options.

Looking to buy the phone out right or put it on a device payment plan?

I live in Romania (here, the phone's price might be more expensive with about 100$). The phone will be bought out right.

Might want to look into a Galaxy S7, maybe a factory refurbished one.
There might be some good deals on a Sony device as well.

The OnePlus 3T is a great phone for the price, for sure, but as far as I know it's not water resistant.
