Bug in 4.3 update or setting changed somewhere?

Ever since I updated to Jellybean 4.3 build JSS15R whenever I install a new app it doesn't automatically place it on my homescreen.

It's not that much of a problem as I can manually put it there it's just annoying it doesn't do it automatically!

Is this a bug or has a setting been changed somewhere that I can change back?

Open your Google Play Store app, tap menu, then Settings, then make sure "Auto-add widgets" is checked. It's a misnomer, because you're adding the shortcut, not a widget.
