Call forwarded notification

Anyone familiar with the call forward notification that is supposed to pop up for a few seconds when receiving a forwarded call? I'm using the app call forwarded notification and it's not working and developer is no help. I'm not seeing the notification that is supposed to pop up when not using the app so I think the issue is on the phone side. I called virgin mobile and they said samsung disabled the feature. I called samsung and they said no the feature was not disabled that it's a provider issue.. I really need to get this working for work... things always worked on my s5 with no issue...

I have tried to run the app in mode 2 but when I run the bat file it's not completing and no error

Wow talk about a run around Samsung says the option is their. Virgin says no it's not. Yet it seems every other samsung s phone has the option. Even online with samsung tech today just to verify today and they kept trying to forward from my phone back to my work number. When I showed them the forwarded call notification app hoping they would understand they disconnected...
