Call waiting??

[AC Question]

Can it be possible that when I call a person it says call waiting but the person is not busy? I mean when I ring it says call waiting but the person is not on the phone with someone else. Is that possible?

It might be possible, depending on how their carrier has things setup.

If they are really not on another call -- how do you know this? -- maybe they have the phone in Do Not Disturb mode or they just sent your call to voice mail using the decline button. However, neither of those cases sound reasonable.
