Good isn't Fold related, so please direct this to the right place:

A friend off mine called a number that was texted to her and it shut her network down. It says "this device has been blocked from your network provider"

Is there any way to fix this?

I tried to Google that scenario with no hits. Without knowing more details (and I'm not asking, as that could veer towards invasion of privacy), hard to say if the text/call and network problems are linked. I don't think simply calling a number can trigger a network block, and doesn't seem to be any malware linked to that effect.

My suggestion is for her to contact her carrier, or go to one of their stores if needed, and ask them what is going on. They should be able to say why her access is blocked and get things fixed. This is one of those questions where we are unlikely able to help much, and the carrier has a lot more resources at their disposal regarding access.

It should also go without saying, never call or text unsolicited numbers. I suspect this was some sort of phishing scam where they somehow convinced her essentially to give them the keys to her account.

I thought it was weird too. She said it was a spam text message that she fell for and as soon as she called the number it gave her that message

Has she tried calling anyone else? I wonder now if that message meant the carrier picked up that it was a spam/scam/phishing/etc attempt and only blocked that one number.

She can't make or receive calls. She has no data as well. She bought it brand new from Amazon 2 years ago.

I went to iemi checker and everything liked good there. I'll check again tomorrow for her

I'm back to my original suggestion, she should contact her carrier about this.

I told her to call att and to have all her information about the phone including showing proof of purchase.

Probably won't do anything, but tell her to try it in Safe Mode, in case something malicious got installed.

She had already factory reset it before I created this post. She called ATT and they did something on their end and it started back up. She wants another phone lol. She's doesn't trust it.

Will they swap it out?

if hacking is suspected... observing creation or deletion of any apps/files that the user is not familiar/aware of, messages or such being sent to unrecognized contact, etc. etc. anything the user didn't do herself. Don't hesitate to submit error report to Samsung Members and note 'hacking suspected' as the title.
Provide description of what happened and what issues are observed. Samsung has a separate team that deals with hacking, should be able to receive good help.
