Calls Through Windows PC?

my cell coverage is poor; can I make calls with my S5 via wifi without having Android 7.0?

Welcome to Android Central! As far as I know, you don't need Nougat to do wi-fi calling -- it has more to do with if your carrier supports wi-fi calling on that phone. Who's your carrier?

The other option would be to use a VoIP platform, like Skype, which can be done with wi-fi.
