Camera problems - review duration and self-timer option are greyed out/disabled...any ideas why?

My camera will not let me turn on review duration option (or turn on self-timer) for some reason. Probably a simple fix but I can't figure it out. I've tried resetting the camera to default options but to no avail. Anyone got any ideas how to fix this?

Hi I have a s3 and for some reason I have blue lines on my screen when taking pics and stays on pics too. Not self portrait though. Its annoying. I don't know how to get rid of it. Any suggestions???

There are a bunch of options in developer options in settings. Check it out maybe its there
