Can a picture be created from already taken video?

While on vacation with the Wife I took videos without snapping pictures at the same time. I was planning on creating pictures from the videos later and I can't figure it out. Now I'm wondering if it's possible.

I'm sure you can on the computer, but if you want to do it on the phone, pause the video, then take a screenshot of it

It won't be 1080p though.
