wondering if someone can track your location by your Samsung galaxy Tab 4 by GPS while in airplane mode.

Welcome to Android Central! It depends on if wi-fi was turned back on after initiating Airplane Mode, and also what a person might be trying to track with. Android Device Manager depends on a web connection, so if the device isn't connected to the web, it won't be able to locate it. I'm not sure if law enforcement can track a device purely by using the GPS radio, though.
