Can a small amount of liquid hurt the phone.

My 7 month old niece was sucking on my phone and now it won't charge. Could've it been damaged from the small amount of liquid

Definitely.

Depends on where the moisture got into the phone, charging port, likely, speaker grill, possibly. I would put it into a dry jar. There are a number of products on Amazon.com Amazon.com: Save-A-Phone Electronics Rescue Kit that will allow you to put an electronic device into it and extract the moisture.

However, keep in mind if you powered it on after it got wet the damage may already be done.

Also depends on what was in her saliva, i. E. Juice, milk, soda, those can be more corrosive and won't dry out like water

Lol imagine a 7 month old after drinking dr. Pepper. I have nothing constructive to add carry on.
