I think so. When I took my S4 to the UK for a few months I got a pay as you go sim card and it worked fine. The phone has to be global ready but I think they all are. There was a constant message in the notification bar saying the sim wasn't from verizon but it didn't intefere with anything.

It should. You just have to input the correct apn settings for your network
