can GPS be turned on remotely

my phone was stolen on April 15th, my birthday. I was at a restaurant and the bust guy and girl remove my phone from the table.the phone was immediately powered off. my location was not turned. is there anyone that can help me remotely locate my phone. I've tried to locate my galaxy s5 via the device manager unsuccessfully.
I've also called Samsung, sprint, and Google. I have also filed a police report.my phone has confidential and proprietary information for my place of employment. please help me...d

Welcome to the forums. I am honestly not sure what to suggest; you have done everything that I can think of thus far.

Did you use Google's device Manager?

About all you can do now is complain to the restaurant owner (or CEO if it's a chain). Maybe the thought of being prosecuted by their own company (for committing a theft on company property, among a laundry list of other possible charges) will influence the thief to return the phone.
