Welcome to Android Central! Is the music only stored locally on the old phone? Or are you talking about music that you've uploaded to your Google Music Library in the cloud? This includes any music you purchased from Google Play Music.

Any music you've uploaded to your Google Music Library in the cloud is accessible from any device with Google Play Music that you've logged into with your account. Any locally stored music on your old phone needs to be physically transferred to your new phone.

No thats not certainly possible. Only if you have a back up on google drive then you can do few things.
