Can I call out with my smartwatch without cellular service?

I've tried to research this but I can't seem to get a clear answer. Can I call out with a smartwatch without cellular as long as I have my phone on me? If so, are there certain watches that can do this?
 
If the smartwatch has a SIM card in it, otherwise no. (Some carriers - notably T-Mobile - will issue you a card for a watch on the same account as your phone, other carriers require that you open a separate account for the watch, or physically move the card between them.)
 
Is this without cellular service on the watch? I'm trying to figure out if I can call out with bluetooth as long as I have my phone on me. Do you know if this is possible with some watches?

As mentioned....ONLY if your watch has it's own SIM card and you have a call plan for your watch. Otherwise, nope. You can use your watch to open the Phone app on your phone and make a call. But not directly from the watch if it doesn't have calling built into it and have it's own SIM card
 
I have a Gear S3 with bluetooth and as long as it is connected to my phone, via bluetooth, yes, I can make and receive calls on my watch. I don't have a special sim card in my watch and I don't have my watch on a separate line.

Thanks for the clarification. I totally forgot that the Samsung Gear S series can do that. My bad for the misinformation on my part.

The reason I ask is because I purchased a gear s2 a few months ago and it didn't have the ability to sync up with bluetooth and call out so I returned it. Do you know if this is just a difference between the s2 and s3 or do you have to get a certain model?

Btw, how is the battery life with the s3?

I'm not sure about the S2, but a mom from the baseball team has the S2, I'll check with her. Ok, the mom says yes she can call and receive calls on her S2 and even access her camera on her phone. Now she has the Note 8 so....

Mine is the bluetooth Frontier S3, so nothing special about it.

Eh, battery life is ok. A lot will depend on how much your watch is used. I use the Skimble app for working out, so that hits the battery. I don't use the Always On feature, just the raise to wake. Bluetooth on, wifi off. The type of watch face you use also affects the life. If I have to charge it every couple of days, no big deal. I charge my phone every day, sometimes twice a day, so...
