I can pair two speakers but can only connect to one at a time

Unless they present different profiles (one is a phone speaker, the other is a media speaker), you can't. Bluetooth was never designed for that. It's like asking how to spend the same dollar bill in two stores at the same time. Sometimes sentences are just words that parse, they don't have any meaning.
