It's a good hp business laptop, 17" screen, just limited now, and am thinking of a wired system for my child and this seems like the most economical solution. What would you suggest to convert it to android emulator that would make it more accessible for streaming video, playing kid games, basically do more than it can currently with old chrome version.

They can, if the apps/programs are available. From what I know (might be outdated), the only OS that can do ANDROID apps is Android, Chrome OS, and Android emulators (I believe Windows 10 was adding Android app support sometime, but not sure if that's OS-related or specific to their upcoming Surface).

Android-x86 is up to Oreo, and that installs as a native OS (which is actually Linux - "Android" is a system that runs in Linux). It runs just about all Android apps (there may be a few new ones that only run in Pie, but that's not usual so soon after a new version release).

As for Linux itself, there are games that run in it natively, not nearly as many as run in Android.
