Can I edit a photo taken in portrait vertical layout to landscape?

Hi, I have a bunch of pics taken in the vertical layout, portrait on my Samsung Note 7. I want to change the layout of pics to horizontal landscape and print them to fit in a horizontal frame.

I can change the layout ratio, but that doesn't seem to fix the issue.

Help!

Not really. If you rotate the picture 90°, everything is going to be sideways. You have to crop it to be 16X9 instead of 9X16, or make it 4X3 instead of 3X4, then enlarge it. But that means that either you'll have a black border at the top and bottom, or you'll cut the sides off. You can't make things that aren't in the picture suddenly be there.
 
It's easy to change the photo from portrait to landscape in Google Photos. However, that will also decrease the overall resolution of the picture, since you're essentially cropping out much of the top and bottom of the photo.
 
There are many photo edit tool available in app store, but my suggestion is in android photos itself there is options to rotate and crop any photos if its vertical or horizontal don't matter..
