Can I force Wi-Fi assistant to establish a secure connection?

Wi-Fi assistant doesn't automatically secure a open network for me. Sometimes after I connect to an open network, I will get a notification asking if I would like Wi-Fi assistant to secure the connection. I have to select yes and then the key icon appears in the status bar over the wifi icon.

Is there a way to initiate the process of securing an open network? Or a setting that would force Wi-Fi assistant to secure any open networks?

By "open network," I mean a wifi network that has no password and no splash screen in the browser.
