Help with three way conferencing

My Motorola turbo can not use the three way conferencing feature. I see many users have had this problem with different phones and different cellular venders. I am convinced it is poor programming on the dialers app.
I have done a lot of trouble shooting with other phones on same cellular service some worked some did not. I have a trouble ticket in with Motorola. Does anyone have a solution
