Can I have my task bar overlap all apps?

My phones not rooted, and I have no intentions of rooting it. I would like to know if there is a simple way of having my task bar overlap all apps. Mainly because the emulator I use for snes roms doesn't show it and I mainly use it on my lunches and breaks at work and it'd be easier if I could see the time onscreen. And I love this emulator. I've tried other ones, some that even have the task bar overlap, but I prefer the one I use for many other reasons in comparison to the others. So I don't intend to change emulators either.
I'm hoping there's a quick setting I could change.
