Can I import a backup from Samsung Cloud to a non-Samsung android phone?

[Android Central Question]

My old Samsung Galaxy S4 Mini has completely died and the repair shop told me no data would be recoverable. However it was backed-up to the Samsung Cloud.

What I want to know is: when I buy a replacement phone, does it have to be a Samsung for me to be able to import the backed-up content? Or can I buy any Android phone and do the same?

All the guides and forum posts I've found are about moving data from one Samsung phone to another Samsung phone.
