Before you do, make sure it's not illegal where you are. (It is in most places - that's the only reason the apps make the noise.)

Virtually all “real” cameras (DSLR, mirrorless, etc) have an electronic shutter option for silent operation when desired. No one has ever complained about that.
HR 414 would only apply to mobile phones not conventional cameras.
Interesting, but a couple of points.
1 - I just did a very, very quick search and found the introduction of the bill, however didn’t find that it’s fully passed, but, again, just did a cursory search.
2 - Regardless would only apply in the US (obviously) and not elseware. Cell phone market is huge outside the US.
3 - Even if law now, speaking only for myself, I would have no problem(s) challenging that if I were “caught” with a silent cp camera shutter. Courts have long upheld that it’s not illegal to photograph complete strangers in public, even without their knowledge. Street photographers do that constantly and display said photographs.

there are other countries that have adopted similar legislation I'm not sure if it actually got passed but New York was the one to lead with the bill
Some cell phone devices do have a silence feature but some don't.
I'm confused by the OPs question though. He was referring to a noise by opening the camera or at least that's the way it was worded
There is a "click" when you switch from front to back. There is a "click" when you enter the app. There is a "shutter sound" when you take a picture. Not sure about much else. I don't notice any other sounds.There is no sound from “lens switching, front to back”. Those are two completely different cameras. Maybe the two stop aperture but not the lens for sure.
