can I prioritize the order apps appear in the notification dropdown

I want to make Tasker appear at the top of the notification panel at all times. Is there a setting to keep it at the top of the list instead of allowing other notifications to push it to the bottom?

There is no setting for this.

A discontinued app called snowball can do this...you can categorize an app's notifications as "Important" and it will show at the top. The app will replace the stock notification tray.

That's what I expected to hear, though it's not what I wanted to hear.
