Can I recover data from a phone that is unable to charge?

My Sony Xperia phone's battery has had an issue where it is unable to charge, and before I send it back for repairs I was wondering if there's a way to transfer the data from the phone to my PC now that the battery is flat? The USB port works since I was still able to transfer files before the battery ran out, it's just unable to charge.

If you can't turn it on, you can't get any data off it.. If they don't factory reset it, all your stuff should be there. Assuming replacing battery here
