Can I share a photo from Google+ with a URL?

I would like to share a photo from my Google+ photos with someone who does not use Google services. Is there a way to create a unique URL for this photo?

I think you can. When you hit share, you should be able to choose an option of copy to clipboard (you might need to hit more options). Click that, and paste it in however you send the link.
