Google's voice recognition requires a connection and obviously streaming services like Pandora and iHeartRadio also require a connection however you could us Maps, assuming you have loaded the offline Maps, and a music player that plays music that's on your phone.

You CAN, but I don't think you would WANT to. You'd be missing out on most of the convenience features especially in terms of voice commands and maps.
