Can I use both text and handwriting (using the S pen) in Samsung Notes on the Note 8?

For instance, when I type a to do list in Samsung Notes, I would like to then use the S pen to strike through items I have completed or to write down notes over the top of the typed text.

I think that depends on how you create the list.
If you use the checkbox included in the toolbar, you will not be able to write over that text.

If you use the text box from the toolbar, you can move that text anywhere on the page, as well as write over it.
