Can no longer turn off startup sounds

I have a Moto G6 and as soon as I bought it and set it up, one of the changes I made was to turn off the "Hello Moto" startup sound. Up until now this hasn't been a problem, but this morning, it pushed me to do a software update and updated the OS to Version 9. As soon as it did its automatic restart, I started getting the sound again. I went to settings to make sure that "Power on sounds" was still toggled to Off, but am getting the sound anyway. Does anyone why this would be happening and how to stop it? Thank you.
