Can recoveries be flashed with locked bootloaders

Well, i know you can at least sometimes because i did it earlier but was curious if you have root can you generally always flash a custom recovery with it locked and if there is anything that would cause complications for this.

Seperate question how can i boot recoveries without flashing to test them i remember reading somewhere but can't find it now, also would this worked with locked bootloaders

There are sometimes Rooting, ROMs & Hacks subforums attached to specific device forums. If that applies in your case, I'd suggest posting there.
However, I don't suppose the Developer guys will mind if I move the thread to their Lounge for interesting discussion, so let's go for it.

Aye thanks it doesnt sadly.was curious about more than just one phone ima attempt to build twrp (for my first time lol) and wanted to know. i'd like to break the least amount of devices possible while i learn so if i ask a noobie question sorry xD but i do always search
