Can rooting help change a hex nubmer?

I bought a phone off of a friend before he mved to a different state and when I went to activate it, the verizon rep told me it was reported as stolen. I plan on somehow sending the phone back to either verizon or my friend if he gives me my money back.

I am just curious as to if rooting can have any affect on changing the hex/dec number so the phone can be taken off of the black list?

note: I do not condone stealing or theft. Figured I would just get a secondary opinion before handing the phone back over. Thanks
 
Changing the MEID is illegal. If you can get your friend to give you your money back, that's your best bet.
 
I figured as much. Thanks for the help. Worse comes to worse, I just give it back to verizon if he won't pay me.
 
Sorry to hear you got ripped off. If it were my friend, he would be meeting my other friend from Louisville -- he's a slugger.

Rooting won't help your situation. There are other ways to get around this issue, but as mentioned they are illegal. Not a little bit illegal, but federal kind of illegal. We can't discuss those methods here, I hope you understand.

Personally, I'd hand the phone over to the police. It's a $550 item (felony) that you know is stolen. Now that you're aware it's stolen property, you don't want anyone holding you responsible for anything silly.
