Depending on were you are going, yes, it can be. You may not get LTE data connections.
As for plans, I assume that you are on Verizon (since this is a Verizon proprietary phone.) You don't need a separate plan, but you should add international travel services to your plan for the time that you are away, because roaming charges otherwise are EXPENSIVE. Outside of Mexico/Canada, Verizon has a $10/day travel pass plan that uses your normal data while traveling, or a $25 plan that charges for minutes and texts with 100 MB of data in a month (not a lot of data), or a $40 plan with 100 MB and 100 calls and 100 texts sent (with no charge for texts received.) If you go over 100 MB on those plans, they change an additional $25 for 100 MB more. For Mexico and Canada the charge is $2/day for travel pass, or $10/month for 100 calls and texts and 100 MB data, or $25/month for 500 minutes, 500 texts, and 1 GB data.
Travelpass is obviously a good choice if you're not away for all that many days, or if you are planning to make a lot of calls and/or use a lot of data.
Or you can buy a SIM internationally that works in the country that you are traveling to. The Turbo 2 uses a nano SIM (the same as the iPhone, so they should be easy to find) and generally you'll pay a lot less than you will for Verizon's roaming plans, though, of course, if you're just planning to use the phone lightly, maybe not.
