I think the answer to both of your questions is no. At least not natively in Android. There may "Be an app for that".
I think it may have been in the owner's guide that the charge light notification takes priority over all other LED notifications. Hopefully that can be fixed via software if it hasn't already been done via an app.
I'd be more satisfied if this was a bug that could be fixed rather than some ill-considered design choice like whoever decided that the distance to the next turn and ETA readout in Sprint Nav is given in unreadable white text on a yellow background. Did ANYONE actually try driving in a car with the software before sending it to production? I know Sprint's colors are black, white, and yellow, but WTF didn't they just use black so that it was readable?!?!?!You are right the page 12 of the guide says "Note: The indicators are listed in order of priority.For example, if your device is connected to a power adapter and is charging the battery, the LED will be solid amber and will not switch to a flashing green light even if there is a pending notification."
So it appears it was designed this way. It's annoying and I hope I can be fixed at some point.

Any apps out there as a solution to the LED no-blink while charging? That is seriously annoying. Just change the pace at which it blinks or something to indicate you're still charging.
Wonder if they have some patents or something as other manufacturers phones seem so limited in the use of led notifications.

Of course it's possible. If slow Palm developers can make the Pre's center button blink for notifications, I am sure Android developers can make any button blink on the EVO. Personally, I'd prefer to have the entire bottom row blink as it would attrack more attention to the phone. The LED is too small to be seen from afar. Even better, it would be cool to have some kind of scrolling sequence with those buttons... eh? eh?![]()
You could try FlashNotify. It flashes the screen when you have a missed call or message. You can set it to flash every 5, 10, 30, or 60 seconds.
