Can you customize settings via PC?

Hi is there a way to customize my settings via PC? For example, re-arranging my apps via the PC? Is there a program for this? Like a program where you can see your Samsung screen on the PC so you can rearrange apps, delete apps, store files, add pictures etc etc ect. I'm a new android user so I'm super new still. I appreciate the help

I use Samsung Side Sync. It does Exactly that and it's in the play store.
